中文摘要：海洋渔业资源均衡表现了从习俗到制度化的方式转换。传统国家的间接治理,形成了依赖习俗的自治方式均衡海洋渔业资源。现代国家经过海洋社会的基层渗透,建立起与涉海人群的直接关联,以制度方式均衡海洋渔业资源。

外文摘要：The balanced way of ocean fishery resources showed a change from custom to instition.The traditional way of balancing the ocean fisheries resources is self-government which relies on customs.Through penetration into grass-roots in ocean community,modern states establish direct relationship between state and individuals of ocean society,and implement institutions to balance ocean fisheries resources.
