外文摘要：We should make reconsideration on executive deviation of public policy with a view of subject of policy-making. The main reasons of executive deviation concern inferior quality of subject of policy-making and absence of poliey-cognizing. It is effective for the correction of the deviation to improve quality of policy maker, to strengthen the education and responsibility of policy-cognizing, to lay stress on related policy and re-decision, promote the control force of subject of policy-making and enhance the support and supervision of policy-executing.
