中文摘要：在当前粤琼两省海洋科技资源都比较稀缺的情况下,加强双方的海洋科技合作显得极其重要。文章在论述了双方加强海洋科技合作必要性的基础上,详细阐述了双方当前应采用政府间联合资助设立海洋科技合作计划、开展海洋人力资源计划、政府采购项目下的海洋科技合作等海洋科技合作的模式,并提出了积极倡导和推动海洋科技合作平台建设、引导粤琼两省涉海单位参与双方海洋科技合作等对策。

外文摘要：Enhancing the marine science and technology cooperation between Guangdong and Hainan is very important because they are lacking in marine science and technology resources now. On the basis of probing into the necessity of strengthening marine science and technology cooperation this paper analyses in depth the modes of science & technology cooperation of ocean between Guangdong and Hainan,for example,jointly funding the establishment of governmental program of marine science and technology cooperation,carrying out marine human resources plan,marine science and technology cooperation of government procurement project etc. At last,this paper puts forward some measures such as actively proposing and promoting the establishment of the marine science & technology cooperation platform,and guiding ocean enterprises to participate in marine science and technology cooperation project.
