中文摘要：近年来,在西部民族地区的乡村治理中涌现出一些新型社会组织,它们在维护社会和谐稳定、建设民主文明新农村和促进乡村善治实现等方面发挥着重要作用。但是,西部民族地区乡村治理中,新型社会组织的生存和发展却遭遇因法律地位不明确,其存在的合法性与正当性倍受质疑;因组织成本过高和组织不稳定,其生命力不强;因资金缺乏和能力有限,其独立性不足等种种障碍。为更充分激发新型社会组织在西部民族地区乡村治理中的社会作用,须依靠科学立法、规范执法和公正司法,确保新型社会组织在法治轨道上运行。

外文摘要：Some new social organizations emerging in the minority areas of western China play important roles in maintaining harmony and stability of the rural society, building democratic and civilized new villages and promoting the realization of good rural governance in the recent years. However, the validity and legitimacy of these new social organizations remain in question due to their vague legal status. Their vitalities are not powerful because of the high cost in operation and instability. They are not totally independent because of the lack of finance and limited abilities. In order to give full play of their social functions of the new social organizations, scientific legislation, regulatory law enforcement and justice judicature must be relied on in assuring the operation of these new social organizations in the trajectory of the rule of law.
