中文摘要：文章利用二阶段技术效率转化模型,分析了2006—2012年粤闽鲁浙琼五省海洋产业发展差异,认为其主要原因是各自海洋产业技术效率出现差异,广东海洋科技产出效率和转化效率均处于较高水平,福建和海南海洋科技产出效率和转化效率均处于较低水平,山东海洋科技产出效率较高,但是科技转化效率较低。进一步从海洋自然资源禀赋和利用差异、海洋人力资源积累差异和海洋产业集聚差异三个角度解释五省海洋技术效率差异的原因。

外文摘要：This paper analyzes the diversity of marine industries in Guangdong, Fujian, Shandong, Zhejiang and Hainan during 2006- 2012 based on two-stage technical efficiency conversion model. The main reason is the differences of technical efficiency, technical output efficiency and technical conversion efficiency of marine industries in Guangdong province at a high level as well Fujian and Hainan at a low level, Shandong enjoys high output efficiency but low technical conversion efficiency. Further the paper explains why five provinces marine technical efficiency differences from three perspectives of the marine natural resources endowment difference, marine human resource accumulation difference and marine industry agglomeration discrepancy.
