中文摘要：从2005-2014年,福建省、上海市等五省市推进了终身教育地方立法的探索,在立法目的和立法依据、终身教育任务和资源、终身教育组织实施、学分银行制度以及终身教育的激励与监管等方面呈现出各自的特征,但在操作性、细节、机制等方面仍存在很多不完善的地方。完善地方终身教育立法需要进一步明确终身教育的内涵,推进立法理念的进一步转变,完善立法的内容,进一步增强法律条文的可操作性,保证立法的持续性。

外文摘要：From 2005 to 2014,Fujian,Shanghai and other five provinces and cities promoted the exploration of local legislation for lifelong education,in terms of legislative purposes and legislative basis,lifelong education tasks and resources,lifelong education organization implementation,credit banking system and lifelong education.The incentives and supervision have their own characteristics,but there are many imperfections in terms of operability,details and mechanisms.To improve local lifelong education legislation,it is necessary to further clarify the connotation of lifelong education,promote the further transformation of legislative concepts,improve the content of legislation,further enhance the operability of legal provisions,and ensure the continuity of legislation.
