中文摘要：我国海洋经济已经由高速度发展转型为高质量发展,海洋经济高质量发展的主要动力因素为海洋资本投入、海洋科技进步、海洋劳动力投入。分析我国2006—2016年沿海省份(除港澳台)海洋经济的相关面板数据,运用Stata软件构建PVAR模型探讨该三大主要动力因素对海洋经济高质量发展的作用情况。研究结果表明,海洋经济资本存量对海洋经济高质量发展并无明显推动作用,海洋经济发展与海洋劳动力投入相互促进,海洋科技进步对海洋经济高质量发展的促进作用最为明显。根据研究结论提出相关政策建议为:加大对海洋经济发展的资金保障力度,加强海洋经济教育,引入高素质人才是促进我国海洋经济高质量发展、助力海洋强国建设的关键。

外文摘要：China's marine economy has transformed from high-speed development to high-quality development.The main driving factors of high-quality development of marine economy are marine capital investment,marine scientific and technological progress,and marine labor input.This paper analyzes the relevant panel data of China's coastal provinces(except Hong Kong,Macao and Taiwan)from 2006 to 2016,and uses Stata software to build PVAR model to explore the role of the three main driving factors on the high-quality development of marine economy.The results show that the capital stock of marine economy has no obvious promoting effect on the high-quality development of marine economy,the development of marine economy and the input of marine labor force promote mutual interaction,and the progress of marine science and technology has the most obvious role in promoting the high-quality development of marine economy.Finally,according to the conclusion of the study,the paper puts forward relevant policy suggestions.Strengthening the financial support for the development of marine economy,strengthening marine economic education and introducing high-quality talents are the key to promoting the high-quality development of China's marine economy and helping the construction of a maritime power.
