中文摘要：为确保地方立法评估的权威性与正当性,实现地方立法评估的统一化与制度化运行,地方立法评估应当由最高国家权力机关制定法律。《地方立法评估法》应当对地方立法评估的宗旨与原则、主体、对象与内容、标准与程序等地方立法评估制度的制度性基本要素进行科学、理性设置,以服务于地方立法评估制度法治化发展的时代诉求。

外文摘要：The degree of legalization of the local legislation evaluation is low.It is necessary to construct a scientific and rational evaluation system of local legislation to ensure the authority and legitimacy of the local legislation evaluation activities and to ensure the normalization of the local legislation evaluation.The theoretical and preliminary design of the basic institutional elements of the local legislation evaluation system,should include the pattern of local legislative evaluation system,the principles,the object and content of evaluation,the standards of evaluation and procedure of evaluation.
