中文摘要：创新券是解决中小微企业科技能力不足的制度创新,从科技资源配置角度看,创新券制度不仅有利于实现对科技资源配置体系的优化,提升科技创新主体的作用,改善他们之间的关系结构,更有利于转变传统的科技资源配置机制,避免科技资源浪费,提高科技资源配置效率以及实现科技资源的公平分配。应积极推动创新券制度在我国更广泛和深入地实行。

外文摘要：Innovation voucher is a system innovation to solve insufficient ability of science and technology of micro, small and medium enterprises. From the standpoint of science and technology resources allocation, innovation voucher system is not only beneficial to realize the optimization of resource allocation system of science and technology, enhance the role of its main body, improve the structure of the relationship between the, but also conducive to change the traditional science and technology resources allocation mechanism, avoid the waste of resources, improve allocation efficiency of resources, and re- alize the fair distribution of resources of science and technology. Innovation vouchers should be actively promoted in more extensive and in -depth practice in our country.
