中文摘要：从农村宅基地利用管理的角度出发,总结了新农村建设对我国农村宅基地利用与管理的新要求,分析了我国农村宅基地利用与管理的现状及存在的主要问题,并提出通过改革现行农村宅基地产权制度、完善管理制度和促进宅基地合理利用的对策措施来加强农村宅基地的利用与管理,以适应社会主义新农村建设的需要。

外文摘要：There were many problems in the use and management of rural housing land in China such as property right system, management system and the reasonable use, which restricted the development of rural society and economy. The macrocosm target and requirement of the new countryside construction were put forward by Chinese Communist Party （CCP） in order to resolve the problems about agriculture, countryside and farmers. The new requirement of the use and management of rural housing land was summarized in this paper according to the requirement of new countryside construction. The state and existing problems of the use and management of rural housing land were analyzed. Finally, countermeasures were put forward to strengthen the use and management of rural housing land by reforming the property right system, perfecting the management system and promoting the reasonable use of rural housing land.
