中文摘要：2008年国际金融危机后,全球经济长期复苏乏力。在此背景下,部分西方发达资本主义国家采取了非理性的贸易保护主义和“再工业化”政策,“逆全球化”趋势日益抬头并加剧,在经济、政治、文化和社会层面对“一带一路”倡议的实施形成了全面的冲击。在“逆全球化”风险挑战下,我国应更加坚定地推进“一带一路”倡议,探索国际合作新范式,积极对接欧洲的“再工业化”战略,与“一带一路”沿线国家在推动贸易和投资自由化和便利化、构建国际金融新体制、加强人文交流和平衡利益分配等方面继续深化合作。坚持“共商”“共建”“共享”原则,以合作共赢的核心理念共同高质量建设“一带一路”,共同应对“逆全球化”带来的风险。

外文摘要：After the 2008 international financial crisis,the global economy has been weak for a long time.In this context,some developed western capitalist countries have adopted irrational trade protectionism and“re-industrialization”policies.The trend of“counter-globalization”is rising and intensifying,which has impacted the implementation of the“Belt and Road”initiative in terms of economy,politics,culture and society.Under such risks and challenges,China should firmly advance the“Belt and Road”construction,explore new paradigms of international cooperation,actively connect with Europe's“re-industrialization”strategy,and promote trade and investment with countries along the“Belt and Road”,deepen cooperation in liberalization and facilitation,build a new international financial system,strengthen cooperation interns of cultural exchanges and the distribution of benefits,adhere to the principles of“consultation”,“co-construction”and“sharing”,jointly build the high quality“Belt and Road”with the core concept of cooperation and win-win,and jointly respond to the risks brought by“counter-globalization”.
