中文摘要：大力发展新质生产力是推动高质量发展的内在要求和重要着力点。海洋经济高质量发展对建设海洋强国具有重要的战略意义和现实意义。新质生产力通过提升机制、引导机制、优化机制、保障机制等赋能海洋经济高质量发展。但赋能作用中,面临着海洋管理水平制约、产业结构不完善、人才科研供需失衡、生态问题突出等现实困境和挑战。为此需深化海洋管理体制机制创新、因地制宜以科技促进海洋产业创新、海洋人才科研机制创新、绿色理念的海洋经济发展方式创新,突破新质生产力赋能海洋经济高质量发展的困境,切实取得赋能的作用效果。

外文摘要：Vigorously developing new quality productive forces is an inherent requirement and an important focus for promoting high-quality development.The high-quality development of marine economy is great strategic and practical significance for building a maritime power.New quality productive forces can enable the high-quality development of marine economy through the promotion mechanism,guidance mechanism,optimization mechanism and guarantee mechanism.However,in the process of empowerment,it is faced with practical difficulties and challenges,such as marine management level constraints,imperfect industrial structure,imbalance between supply and demand of talent research,and prominent ecological problems.Therefore,it is necessary to enhance the innovation of marine management systems and mechanisms,promote the innovative allocation of production factors according to local conditions,strengthen the training and output of marine talent scientific research,practice the concept of marine green development,break through the dilemma of new quality productive forces to enable high-quality development of marine economy,and effectively achieve the enabling effect.
