中文摘要：国家实力的根本源泉在于健康的发展模式,因此,要深入评估英美等主流西方国家是否具有继续主导国际体系的能力和潜力,就必须对其发展模式的有效性与可持续性进行细致观察和分析。近代以来,西方发展模式主要由三个环节组成,即“资本主义精神”创造财富,“民主政治和自由市场”分配财富,“科学技术”通过利润和就业为中和前两者的“副作用”创造条件。目前,由于科研成果转化为企业利润的边际成本上升,技术发展趋势排斥人力劳动,以及资本力量破坏社会规则,科学技术对资本主义精神与“民主+市场”制度负面作用的中和能力急剧下降。这种西方发展模式底层逻辑的崩坏已导致西方国家的财富增长与分配出现严重危机,进而引发全球发展困境。世界各国必须重新审视受“资本主义精神”支配的全球发展理念,以产业化和就业率为导向重振科学技术,以求为新型发展模式的实践与形成赢得时间与机会。

外文摘要：The root of national power results from a sustainable development mode.Therefore,it is particularly necessary to explore the effectiveness and sustainability of the western development mode under the circumstance that main western countries,such as the United States and Europe,are short of potential to dominate international system.Since modern times,the western development mode mainly consists of three parts:“capitalism spirit”which accumulates wealth,“democratic politics and free market”which distribute wealth and“industrial technology”which eases the negative effects of the former two.At present,due to the increase of marginal cost of transforming scientific achievements to profits,the rejection of human resources by technological development trend,and the destruction of social rules by capital forces,the neutralization ability of industrial technology to the negative effects of capitalism and“democracy+market”system is declining.The collapse of the underlying logic of the western development mode has led to serious crises in the growth and distribution of wealth in western countries,which has also led to a worldwide difficulty.It is necessary for the world to re-examine the global development concept dominated by capitalism spirit,to revive technologies with industrialization and employment rate,and to reconstruct the western development mode to create chances for the practice and emergence of a new mode.
