中文摘要：采用文献资料的研究认为:随社会的发展,体育、健康、素质三个概念呈现出内涵不断深化和外延不断扩大的趋势,具有历史的发展性。体育是满足人类社会“享受与发展需要”的一类社会实践活动;健康和素质是衡量人和社会发展对人的“质量”优劣提出的必然要求。“树立健康第一”、“全面推进素质教育”应该是体育教育实践的指导思想。体育教育、健康教育和素质教育存在着一定的逻辑关系,不可混淆。

外文摘要：The research of document shows, with the development of society, there is a tendency of deepening and expanding for the concepts of P. E. , health and quality. P. E. is the top social activity that can satisfy the needs of enjoyment and development of human being. Health and innate quality are the inevitable demand devoted to the measuring and judging of human quality. 'Health Coming First' and 'Boosting Quality-oriented Education in an Overall Way' should be the guidelines for Physical education practice. The physical education, health education and quality-oriented education have a logical relation. The conception of the three keys can't be confused.
