外文摘要：The strategic significance and favorable conditions of developing city by cultivating talented seafarers in zhanjiang are analyzed.The problem that must be solved is indicated.The countermeasures to developing city by cultivating talented seafarers in zhanjiang are discussed including creating a culture of navigation,improving the service and management system,constructing school-enterprise interactive mechanism,enhancing the training of professional navigation teachers and implementing quality-oriented strategy of developing the university.
