中文摘要：目前我国海洋区域文化法治建设在立法、守法、执法和司法等方面均存在不如人意的地方。应以构建以《建设海洋区域文化法》为基本法的法律体系,提高国人海洋区域文化法治建设的法律意识,把海洋区域文化法治建设作为文化产业来发展,加强和完善海洋区域文化法治建设中的行政、司法保护制度等方面,全面推进我国海洋区域文化的法治建设。

外文摘要：There are some flaws in the legislation, law abiding, law enforcement and judicature in the construction of ruling by law on the culture of ocean zones in China. For the construction of ruling by law on the culture of ocean zones, we should frame the law system on the basic of Law of Constructing the Culture of Ocean Zones, enhance law consciousness to construction on the culture of ocean zones, develop the construction on the culture of ocean zones as a cultural industry, and strengthen and perfect the system of administration and judicature for constructing the culture of ocean zones in China.
