中文摘要：社区老年协会是一种提升社区老年志愿服务自组织化程度,以应对日趋严重的老龄化问题的重要机制,对其生成过程的探究将有助于相关政策的实施与落地。基于A社区“双百计划”项目的实践探索可以发现,居委会易在压力型外部环境和内部资源禀赋匮乏的情况下采取选择性应对方式,面对这一制约,社区能人长者借助往昔工作所构建的集体记忆展开行动,社会工作者基于专业价值伦理和技术进行协调与推动,有利于促成基层政府和居委会重新投入资源,从而实现老年协会由“空牌”向“实体”的转变。

外文摘要：The elderly association is an important mechanism for improving the self-organizational level of the community elderly volunteer service to alleviate the increasingly serious aging problem. The exploration of its generation process will be helpful to the implementation of relevant policies. Based on the practice of the “Double Hundred Plan” in A community, we can find that it’s easy for neighborhood committees to adopt selective coping mode under the pressured external environment and the lack of internal resource endowment. Facing this restriction,the capable older adults in the community carry out actions by virtue of the collective memory formed by past work experience. Social workers coordinate and promote based on professional values, ethics, and skills which is conducive to the re-investment of resources by grass-roots governments and neighborhood committees. Through the above efforts, the elderly association finally completes its transformation from “empty” to an “entity”.
