中文摘要：海权可以分为狭义海权和广义海权,广义海权是一个概念体系,包括观念层次的海权、战略层次的海权、权利层次的海权、权力层次的海权、利益层次的海权。从政治学角度看,海权包括海洋权力、海洋权利和海洋利益三个部分。研究中国海权,可以从逻辑向度、历史向度、现实向度三个维度展开。发展中国海权,需要从观念层次、战略层次、权利层次、权力层次和利益层次全面推进。目前,我国海权在形式上表现为海洋权利的维护,在本质上则表现为海洋利益的维护,海洋权利和海洋利益能否得到有效维护,关键在于是否拥有强大的海洋权力,判断海洋权力大小的基本依据,则是中国能否建立一支强大的海空力量。

外文摘要：Sea power can be divided into narrow - sensed and broad - sensed sea power. Broad - sensed sea power is a system of conceptions,including the concept level of sea power, strategic level of sea power, the fight level of sea power, the power level of sea power, the interest levels of sea power. From the perspective of political science, sea power includes, marine power, marine fight and marine interest. Studying China＇ s sea power may be made from the logic dimensions, historical dimensions, and realistic dimensions. China＇ s sea power in the form can be expressed as the maintenance of maritime rights, but in essense should be expressed as the maintaince of marine interest. Whether we can achieve it all depends on whether we possess strong sea power, and the criterion for measuring the strength of sea power is whether we can have a strong sea power and air power.
