中文摘要：分析方法中的C2R模型对我国沿海11个省份2009--2014年的海洋科技投入产出面板数据进行测算，分析可能影响沿海省份海洋科技投入产出效率的因素并进行实证检验。研究结果表明：海洋科研机构规模和海洋经济发展水平对海洋科技投入产出效率具有显著推动作用，而政府支持力度、海洋科技人员结构这两个因素对海洋科技投入产出效率的推动作用不显著，据此提出了提高沿海省份海洋科技投入产出效率的对策建议。

外文摘要：Using data envelopment analysis C2R model to estimate 11 coastal provinces in China from 2009 to 2014 of marine science and technology of input and output panel data, the analysis may affect the coastal provinces of marine science and technology of input and output efficiency factors and empirical test. The results showed that the horizontal scale marine research institutes and marine economic development of marine science and technology input and output efficiency has a significant role in promoting, accordingly proposed to improve the coastal provinces of marine science and technology input and output efficiency of countermeasures.
