中文摘要：为了验证高校图书馆向社会开放的可行性,通过分析相关研究文献和实施现状,发现存在不少误区:一是误读"高校图书馆向社会开放",二是忽视中国的国情,三是将传统的文献借阅服务当作网络环境下高校图书馆向社会开放的主要形式,四是将有偿服务当作向社会开放的条件。传统的文献借阅服务是非网络环境下的产物,已不适应网络环境下社会读者对文献的需要。网络环境下,高校图书馆应利用自身的技术、资源和人才等优势,做到有所为,有所不为。以广东海洋大学图书馆的实践为例,指出积极加盟全国图书馆参考咨询联盟,将馆藏资源纳入社会服务的范围,并将自建的特色资源无条件向社会开放,是高校图书馆服务社会的发展方向。

外文摘要：In order to validate the feasibility of university library＇s opening to the public, the author analyzes relevant research materials and current implementing situation of university libraries＇ open-up, and finds out some misunderstandings： misinter- preting the notion of ＂University Library＇s Opening to the Public＂; neglecting the national conditions of China; regarding the traditional borrowing service as the major way to serve the public, open-up on terms of paid services. The traditional borrowing service is the product of non-network, and has failed to meet current social reading demands. University library should take ad vantage of their own technology, resources and talents selectively. Taking the practice of Guangdong Ocean University Library as an example, the paper discusses the development direction of university library＇s social service, including joining the www ucdrs, net actively, having their characteristic resources opened to the public unconditionally, etc.
