中文摘要:教育扶贫是我国在全面建成小康社会的新时代背景下阻断贫困代际传递的重要途径。我国教育扶贫政策整体上经历了重点保障贫困群体受教育权利的普惠教育扶贫阶段,大力提升贫困地区教育质量的专项教育扶贫阶段,全面促进贫困个体内生发展的精准教育扶贫阶段。根据多源流理论框架,对这三个阶段中决策者所关注的教育扶贫实践问题(问题源流)、领导人所秉持的教育扶贫价值理念(政治源流)和专家学者所形成的教育扶贫研究成果(政策源流)进行分析,提出决策中应努力增强问题意识,不断提升政治觉悟,多方吸纳政策建言,促进三种源流共推我国教育扶贫治理现代化。

外文摘要:Poverty alleviation through education is an important way to block the inter-generational transmission of poverty under the background of building a well-off society in an all-round way.China's education poverty alleviation policies as a whole have gone through the stage of inclusive education poverty alleviation,which focus on the protection of the right of the poor to receive education,vigorously promote the special education poverty alleviation of the quality of education in the poor areas,and comprehensively promote the targeted education poverty alleviation stage of the endogenous development of the poor individuals.According to the framework of multiple-streams theory,this paper analyzes the practical problems of poverty alleviation through Education(the stream of problems)made by policymakers,the value of poverty alleviation through education(the stream of politics)held by leaders and the research results of poverty alleviation through education(the stream of policies)formed by experts and scholars among the three stages,and puts forward that in decision-making,efforts should be made to enhance the awareness of problems,constantly improve political awareness and absorb many aspects policy recommendations,to promote the three streams to promote the modernization of governance of poverty alleviation through education.
