中文摘要：对国内外海洋公园概念进行细致解读得出中国国家海洋公园表达的是海洋特别保护区+游乐的概念。然后建立层次模型,利用层次分析法对国家海洋公园二级管理的管理行为进行分析,得出国家级海洋公园的管理行为中的保护、适度开发利用、过度开发利用的比例分别为42.34%、39.05%、18.61%,地方级为36.23%、41.08%、22.70%。因此提出必须提高对海洋公园的保护力度,严格控制海洋公园的开发利用,规范管理人员的行为,大部分工作从基层工作人员和社区人员的保护利用意识培养开始做起等等促进海洋公园可持续发展。

外文摘要：By interpreting the concepts of marine parks worldwide, the Chinese national ma- rine parks express the concept of special marine reserves ＋ amusement. And then in order to analyze the 2 management level administrative behavior of the national marine park, the multi-layer management models were analyzed with the layer analysis and the result shows that the ratios of administrative behavior of protection, moderately exploration and utiliza- tion, overly exploration and utilization were 42.34%, 39.05%, and 18.61% respectively for national marine parks while 36.23%, 41.08%, and 22. 70% respectively for local marine park. proposals to upgrade marine park protection through strictly controlling exploration and utilization of marine parks, regulating administrative behavior, as well as emphasizing conservational awareness training for staff and community of marine parks, etc. so as to pro- mote sustainable development of marine parks in China are all given in the paper.
