中文摘要：在以耕地资源价值作为征地补偿标准的理论观点上,采用资源经济学中资源价值分部测算的基本方法对长春市耕地资源价值进行了计算,并结合近年来长春市新增建设用地土地增值收益对现阶段实施耕地资源价值全额补偿的可行性进行分析,指出现阶段以耕地资源价值作为征地补偿标准尚存在一定的难度,在此基础上,笔者设计出"现金货币补偿+社会保险补偿+地方债券补偿"征地补偿模式,力图为政府解决征地问题提供政策参考。

外文摘要：The value of cultivated land resources is regarded as land compensation standard, which is common in recent years to solve the compensation problem of land-loss peasants and protect cultivated land resources. With Changchun City as an example, this paper estimates the value of cultivated land resources and building land increments, analyzes the feasibility of cultivated land resources compensation, and builds a land-levying compensation pattern, which is advantageous for implementing the standard of cultivated land resources compensation.
