中文摘要：21世纪是海洋世纪,海洋将成为国际政治斗争的角力舞台,争夺海洋资源、岛屿、通道将是世界海洋政治斗争的重要焦点。我国海洋政治形势不容乐观:机遇与挑战并存,挑战大于机遇;优势与劣势并存,劣势大于优势。适应海洋世纪的战略新形势、新特点,确立切实可行的海洋战略体系,捍卫中国的万里海疆,维护中国的合法海洋权益。

外文摘要：21 century is ocean century; Ocean will become wrestle stage of international political struggle. Contending for ocean resources, island and islet, passage will be focal point of political struggle in ocean world. Our country＇s ocean politics circumstances are not so good： Opportunity coexists with challenge and challenge is bigger than opportunity; Advantage and inferior position coexistence, inferior position is greater than advantage. We must adapt to ocean century new circumstances of strategy, new characteristic, establish practical feasible ocean strategy system, defend Chinese coastal areas and territorial seas, and defend Chinese legal maritime rights and interests.
