中文摘要：海洋管理是当前中国建设海洋强国的重点研究工作之一。"网格化"管理是当代城市管理模式的创新,把"网格化"管理模式应用于海洋管理以求打破海洋管理的瓶颈。在研究海洋与城市特点异同的基础上,分析海洋管理存在的问题,提出海洋"网格化"管理的四点研究展望。城市"网格化"管理为海洋"网格化"管理提供了经验借鉴;采用数字化和信息化等技术把海洋划分成若干立体的单元格,通过海洋"网格化"管理创立的信息服务平台完成海洋信息资源的共享,以实现海洋管理的模式创新。

外文摘要：Ocean management is one of the key research works of China in building a strong marine nation. Grid management is the innovation of contemporary urban management model,which applys grid management model to ocean management in order to break the bottleneck of ocean management. On the basis of the similarities and differences between the characteristics of the ocean and the city,analyze the existing problems of ocean management and put forward four research prospects for the management of ocean network. The urban network management provides experience and referencefor the ocean network management;the ocean is divided into a number of three-dimensional cells by digital and informatization technologies,and the marine information resources are shared through the information service platform created by the ocean network management,so as to realize the innovative model of ocean management.
