中文摘要：日本从1868年明治维新到1947年日本新宪法出台之前,基本上实行的是强有力的中央集权体制。1947年以后的日本国宪法第八章规定,日本实行"地方自治","都道府县、市町村"为自治体。在田野调查的基础上,阐述在日本,虽然国家与自治体,中央与地方不是简单的上下级关系,町内会长由居民直接选举产生,但事实上,国家在"村落自治"中扮演着重要角色,"町内会"是政府服务于民的重要窗口,日本的村落自治具有浓重的传统色彩,其特色可以折射出日本社会。希望,日本的经验对于中国的乡村治理具有启发意义。

外文摘要：From the Meiji Restoration in 1868 to the promulgation of the new Japanese Constitution in 1947, Japan basically carried out an effective centralized rule. After 1947, the Eighth Chapter of the new Japanese Constitution stipulated that Japan would implement the ＂local autonomy＂ based on the municipal, prefectural, county and village administration respectively. Based on the relevant field investigation, this paper points out that the state or the central government of Japan is not simply the higher authority over the autono- mous region or the local government, and the head of the village committee is elected by the local residents. But in fact, the state plays a key role in the village autonomy. And the village committee has a close connection with the government and serves as a government department for the villagers. The village autonomy in Japan has a clear feature of the Japanese tradition and can reflect some aspects of the Jaoanese society, whose experience can shed some light on the village administration in Chinas.
