中文摘要：人力资源管理的根本问题是以人为本,为实现劳动者科学文化素质的提升和自由全面的发展提供一切有利条件,这一点要求人力资源管理本身也必须进行不断地创新,使之为促进我国自主创新能力的发展和建设创新型国家做出贡献。从个人的、组织的人力资源开发与管理和国家的人口发展战略与宏观调控3个层面讨论了加强和完善人力资源科学管理问题。

外文摘要：Human resources management bases on human beings and offers convenience for improving and developing labor force＇s competence.This paper discusses the improvement and strengthening of scientific human resources management in terms of exploitation and management of human resources by personal organization, the developins strategy of national population and macro-control.
