中文摘要：乡风文明建设是乡村振兴战略的重要内容。政府在乡风文明建设中应发挥主导作用,是政策与制度的制定者、思想道德教育的引导者、文化市场发展的监督者和文化活动的组织者。从政府这一建设主体出发,探讨政府如何推动乡风文明建设的对策,即从夯实乡风文明建设的思想基础、经济基础、文化基础、政治基础与社会基础着手,发挥政府的主导作用,实现乡村振兴的战略目标。

外文摘要：The construction of rural civilization is an important part of the strategy of rural revitalization.The government should play a leading role in it,which is the maker of policy and system,the guide of ideological and moral education,the supervisor of the development of cultural market and the organizer of cultural activities.Starting from the main body of government construction,the paper probes into the countermeasures of how the government can promote the construction of rural civilization,that is,economic,cultural,political and social foundation of the construction of rural civilization,giving play to the leading role of the government and realizing the strategic goal of rural revitalization.
