外文摘要：It is man and nature influence that the west ecological environment has been worsening. However, man made effect becomes more and more serious to the west organisms habits and environment. In this paper, the cause was analysed in property rights, price, income and rent seeking theory, and the last, the paper put forward some suggestions conceming the perfecting of protecting system of the west ecological environment.
