中文摘要:针对颠覆性技术的高风险性、高外部性以及高回报性等特征,基于复杂网络演化博弈模型,从供给、需求与环境的政策工具组合视角,并考虑动态收益机制的技术情境,系统探讨颠覆性技术扩散的政策激励机制。研究结果表明,单项政策工具对颠覆性技术扩散起激励作用;政策工具组合在大部分情况下会形成“1+1>2”的效果,但政府购买影响力和税收优惠的组合会带来逆向效应;动态收益机制下的技术红利因子、机会损失因子分别形成增强和抑制作用;收益周期和网络规模对技术扩散的影响具有一定的限制范围。基于研究结论,提出科学适配政策工具、强化动态收益激励、优化网络合作规模等对策建议。

外文摘要:Given the high risk,substantial externalities,and significant returns associated with disruptive technologies,this paper systematically investigates the policy incentive mechanisms for their diffusion.It considers the interplay of supply,demand,and environmental policy tools while also examining the technical context of a dynamic benefit mechanism,analyzed through a complex network evolutionary game model.The results reveal that while a single policy tool can effectively promote the diffusion of disruptive technologies,the combination of multiple policy tools often yields a"1+1>2"effect.However,the joint implementation of government purchasing influence and tax incentives may lead to unintended negative outcomes.Moreover,within the dynamic benefit framework,the technology dividend factor tends to enhance diffusion,whereas the opportunity loss factor appears to inhibit it.Additionally,the impact of the benefit cycle and network scale on technology diffusion is found to have certain constraints.In conclusion,based on these findings,several recommendations are offered,including the scientific adaptation of policy tools,the reinforcement of dynamic benefit incentives,and the optimization of network cooperation scales.
