中文摘要：广东徐闻珊瑚礁具有维持海洋生态稳定、海洋新生产力更新等重要作用,保护珊瑚礁十分必要。主要基于海洋生态系统的海洋管理(Marine Ecosystem-based Management,MEBM)视角进行系统分析,总结如今广东徐闻珊瑚礁面临着珊瑚礁海岸线后退侵蚀严重、保护区内水质有所恶化、珊瑚礁遭受破坏问题依然突出的困境,分别从生态、经济、社会三个维度对徐闻珊瑚礁退化的生成原因进行深入阐述,并依据MEBM理论的关键原则提出完善海洋综合管理制度体系以适应变化发展新形势、健全海洋生态补偿机制改善珊瑚礁生长环境、严格功能分区与强化生态系统修复维护珊瑚礁生态健康、加强全域监测与科学研究推进珊瑚礁科学管理、强化多方合力致力开展珊瑚礁保护活动的改进措施。该文对徐闻珊瑚礁保护的理论和实践研究具有积极推动作用。

外文摘要：The coral reef of Xuwen county in Guangdong Province plays an important role in maintaining the stability of marine ecology and the renewal of marine new productivity.Therefore,it is very necessary to protect the coral reef.In this paper,the systematic analysis is mainly based on the perspective of Marine Ecosystem-based Management(MEBM).Firstly,it is summarized that the coral reefs of Xuwen county in Guangdong Province are facing the dilemma of serious erosion of coral reef shoreline,deterioration of water quality in the conservation area,and serious damage to coral reefs.Secondly,we make an in-depth analysis of the causes of coral reef degradation in Xuwen from the ecological,economic and social dimensions.Finally,combining the local realities with the key principles of MEBM theory,we put forward the following improvement measures:consummating the comprehensive marine management system to adapt to the changes and development of the new situation;perfecting the marine ecological compensation mechanism to improve the growth environment of coral reefs;being strict with function partition and strengthening the ecosystem restoration to maintain the ecological health of coral reefs;strengthening global monitoring and scientific research to promote scientific management of coral reefs;and strengthening the multilateral force to carry out coral reef protection.This paper plays a positive role in promoting the theoretical and practical research of Xuwen coral reef protection.
