中文摘要：伴随科学技术和全球化的发展,日益严峻的食品安全形势促使食品安全问题演变为一个社会问题,甚至政治问题。保障食品安全供给是维护人民群众健康福利,促进社会稳定发展和全面实现小康社会的基本要求。我国应该在借鉴域外食品安全规制先进经验并结合我国国情的基础上,创新由政府主导,市场、第三方组织和消费者平等参与的食品安全监管模式。进而通过多元治理实现政府监管有利、制度措施到位的食品安全治理格局。

外文摘要：With the development of science and technology and globalization,the increasingly severe food safety situation has turned food safety issues into social issues and even political issues.Safeguarding the supply of food safety is the basic requirement for safeguarding the health and welfare of the people,promoting the stable development of society and fully realizing a well-off society.China should learn from the advanced experience of food safety regulation of other countries and consider the national conditions of China to innovate the food safety supervision mode led by the government,the market,third-party organizations and consumers.In addition,through multi-governance,the food safety governance pattern with favorable government supervision and institutional measures is realized.
