中文摘要：南海渔业资源日渐衰竭,既存在多边合作的现实需要,又面临重重障碍。与南海渔业发展最为攸关的中国应以"一带一路"战略为契机,积极主导渔业多边合作,凸显中国利益,进而为南海领土争端的解决打开突破口。渔业多边合作的制度设计应在渔业资源保护与利用之间实现更好的平衡。

外文摘要：Fishery resource in the South China Sea has been decreasing and it is in urgent need for muhilateral co-operation, however, there are many obstacles. China, the interest of which is most closely related to fishery development in the South China Sea （SCS）, should promote multilateral cooperation in fishery order in the SCS under the ＂B＆R＂ initiative. The goal of fishery multilateral management institution and mechanism is to realize the better balance between protection of fishery resource and utilizing fishery resource.
