中文摘要：为探究低空经济政策对产业链的传导效应,文章选取2021—2025年上游低空基础设施、中游低空飞行器制造与低空飞行保障、下游低空运营服务四大产业指数数据,以两大低空经济重要产业链政策为基础,运用线性相关变化测试检验上游基础设施对中、下游产业的传导效应。分析得出:两大政策的传导效应存在显著差异,早期《“十四五”现代流通体系建设规划》仅对中游低空飞行保障产生显著传导效应,整体传导强度较弱;而近年《绿色航空制造业发展纲要(2023—2035年)》显示,上游基础设施对中游制造与保障、下游运营服务均形成显著传导效应,政策冲击可覆盖产业链中、下游全链条。基于此,文章提出构建低空经济政策体系、强化技术扶持与标准协同等对策建议,以期为相应研究提供理论依据。

外文摘要：In order to explore the propagation effect of low altitude economic policies on the industrial chain,this article selects four major industry index data from 2021 to 2025,namely,upstream low-altitude infrastructure,midstream low-altitude aircraft manufacturing and low-altitude flight support and downstream low-altitude operation services.In view of the two important low-altitude economic industrial chain policies,linear correlation change tests are used to test the propagation effect of upstream infrastructure on the midstream and downstream industries.Study findings show that there is a significant difference in the propagation effects of the two policies.The early Plan for the Construction of a Modern Circulation System During the“14th Five-Year Plan”period only exerts a significant propagation effect on midstream low-altitude flight service,and the overall propagation intensity effect was relatively weak;In recent years,the“Green Aviation Manufacturing Industry Development Outline(2023-2035)”has shown that upstream infrastructure exerts a significant propagation effect on midstream manufacturing and service,as well as downstream operational services.Policy shocks can cover the entire industrial chain,including both midstream and downstream.Based on this,the article proposes countermeasures and suggestions including building a low-altitude economic policy system,strengthening technological support and standard coordination,in order to provide a theoretical basis for corresponding research.
