中文摘要：在综合管理和行业管理相结合的海洋行政管理体制下,海洋管理部门的协同问题是制约我国海洋强国建设的关键性问题。在协同政府理论的审视下,通过对目标整合、组织创新和信息共享等海洋管理部门协同的路径进行分析,可得到几点反思性认识:应以海洋决策和执行的协同为主线进一步实现目标整合,并从海洋资源所有权分享出发重构不同海洋管理部门的关系。同时,要在海洋管理部门内部树立开放协同型的行政文化,并善于借助外部力量推动海洋管理部门的协同运作。

外文摘要：Under the marine administration management system of the comprehensive management and industrial management, the coordination of the marine management departments is a key problem to re-strict the construction of sea power in China. From the perspective of the Joined-up Government Theory, by analyzing the target integration, organizational innovation and information sharing, we can obtain sev-eral reflective understandings： we should achieve the integration of goals based on marine decision-making and cooperative implementation, and reconstruct the relationships between different marine management departments from the ownership sharing of marine resources. At the same time, we should build an open and collaborative administration culture between marine management departments, and use external forces to promote the collaborative operation of the marine management departments.
