中文摘要：广东省雷州半岛捕捞渔民响应政府号召,进行政策性转产转业后,生存发展和和增收难引起了社会各界的关注。课题组对广东省雷州半岛渔民转产转业的背景、政策实施状况、转产转业渔民增收存在的问题进行了典型调查与分层随机抽样调查相结合的专题调研,借鉴国内外渔民转产转业取得的经验,提出实现雷州半岛政策性转产转业渔民持续增收的对策建议,旨在化解雷州半岛渔区的“三渔”问题,加快雷州半岛渔村全面小康社会的建设进程。

外文摘要：In response to the government's call by the fishermen of the Lei Cheu Peninsula in Guangdong,the survival and development and the increase of income have caused the attention of all circles of society after the transfer of the policy to the transfer of production.Special investigation of typical investigation and stratified random sampling survey research group transferred over the background and policy of Guangdong,the status of implementation of Lei Cheu Peninsula fishermen demobilized fishermen problems combined,from domestic and foreign fishermen experiences,put forward countermeasures and suggestions of demobilized fishermen to achieve the sustained increase of the Lei Cheu Peninsula Policy.To resolve the Lei Cheu peninsula area"three fishery"problems,speed up the Lei Cheu peninsula the all-round well-off society。
