中文摘要：红树林湿地是具有独特生态、经济、社会价值的脆弱生态系统。经过多年的保护和修复,我国红树林湿地面积有所增长,生物多样性呈向好趋势。但由于我国红树林湿地生态治理体系的不完善,尤其是法律保障机制不完备、长期以来多头执法、地方经济发展与红树林湿地保护之间难以平衡、红树林湿地保护的社会意识有待提高等原因,导致进一步推进我国红树林湿地生态治理工作时频频遭阻。一方面,需要制定和完善相关的法律法规,确保有法可依。另一方面,需要明确生态法治主体、形成多部门统筹协调机制、加强对地方红树林湿地生态监管和成立周边区共管委员会等多方面举措,提升我国红树林湿地生态法治能力及现代化治理水平。

外文摘要：Mangrove wetland is a fragile ecosystem with unique ecological,economic and social values.After years of protection and restoration,the mangrove wetland area in China has increased and the biodiversity has shown a trend of improvement.However,due to the imperfect ecological management system of mangrove wetlands in China,especially the incomplete legal guarantee mechanism,long-term multi-level law enforcement,the difficult balance between local economic development and mangrove wetland resources protection,and the need to improve the social awareness of mangrove wetland protection,further promotion of the protection and management of mangrove wetlands in China has been frequently blocked.On the one hand,relevant laws and regulations need to be formulated and perfected to ensure that there are laws to follow.On the other hand,it is necessary to take various measures,such as establishing the main body of the rule of law,forming a multi-sectoral coordination mechanism,strengthening the supervision of the ecological management of local mangrove wetlands,and establishing a co-management committee of surrounding areas,etc.,in order to enhance the legal capacity of mangrove ecology in China and promote the modernization level of ecological management of mangrove wetlands in China.
