外文摘要：It was during1912-1913 that political mess with social security problems very much in Guangdong, such as smoking, gambling, fighting and theft. So that more and more chaos emerged in the society. Guangdong government had adopted a series of control measures, such as dissolution of people army and dealing with township, which had achieved remarkable results. During that period, Long-Jiguang.got the trust from Hu Hanmin and Chen Jiongming, with forces about Ji, and maintaining social order, having important positions and insisting both suppressing and comforting. Therefore, he had worn support and praise from people.
