中文摘要：TBT已成为制约我国水产品出口的最大障碍,并呈现涉及范围广、保护方式隐蔽和认证要求繁多的特点。从短期来看,TBT产生抑制效应,水产品出口急剧下降;从长期来看,TBT产生倒逼效应,促使我国水产品企业不断提高产品质量,改善产品结构,产品竞争力进一步增强。具体的应对措施包括:完善技术法规和标准体系;积极推行质量管理模式;搞好水产品的可追溯性管理制度建设;建立应对国外TBT的防护体系;发挥行业协会、合作组织的管理、协调作用和企业自身的主观能动作用。

外文摘要：The TBTs undertaken by foreign trade partners have evolved into one of the biggest barriers to export trade of Chinese aquatic products, which have extensive ranges, hidden protective methods and various identification procedures. In the short run, we may find that the inhibitive effect by TBTs will reduce export volume. In the long run, TBTs will generate promotion effects by which aquatic products manufacturers will increase product quality, improve structures and raise the competitiveness. The specific measures we may take include improving technical regulations and standards system, actively implementing quality control methodology, establishing traceable management system and constructing defensive system against foreign TBTs, and fully making use of industry association and cooperative organizations so as to manage, coordinate aquatic products export.
