中文摘要：日本3.11大地震发生之后,传统社会中的"自肃"和现代社会的"公民意识"发挥了巨大作用。"自肃"源于日本传统文化,国民的"公民意识"则是日本积极推进公民教育的结果,二者互为表里,维护了社会的稳定。日本的经验告诉人们,在挖掘传统文化内涵的基础上,给传统文化不断注入新的内容,并使人们自觉遵循,有利于社会的和谐与稳定。文化也是治国安邦的法宝。

外文摘要：After the 3. 11 Earthquake, both Jishuku （self-discipline） of the traditional society and the citizen consciousness of the modern society have played an important role in keeping a perfect social order in Japan. The former stems from Japanese traditional euhure while the latter results from Japan＇ s active promotion of citizen education. The combination of the two has made the society stable. Japanese experience tells people that exploring connotations of traditional culture, constantly adding new contents into it and educating people to follow it conscientiously will facilitate harmciny and stability of the society and that culture can also be used as a trump card in administering the state well and ensuring national security.
