中文摘要：数字产业集群作为数字产业演进的高级形态,以其独特的数据驱动属性和开放式创新特征,成为我国构筑国际竞争新优势、提高大国经济韧性、打造经济增长新引擎的战略抉择。目前,我国数字产业集群依托数字经济与实体经济的深度交互,实现了创新要素的跨时空融合、价值创造的网络化分工以及创新生态系统的广泛整合,塑造了创新发展优势,但数字产业集群发展初期阶段也面临协同创新壁垒与创新行为分化、利益联结松散与协同效能弱化、多重结构错配与创新生态阻滞等一系列深层次矛盾和挑战,与成为具有国际竞争力的世界一流数字产业集群还存在一定差距。面向未来,我国应从大国博弈和长远发展角度出发,洞察全球数字经济发展动态,理性看待发达经济体政策的制定与实施,以技术标准协同引导和规制数字产业集群创新行为、以全链条创新生态流引领数字产业集群创新网络升级、以制度型开放为导向构建面向全球的数字产业集群创新生态。

外文摘要：As an advanced form in the evolution of the digital industry,digital industrial clusters,characterized by their unique data-driven nature and open innovation features,have become a strategic choice for China to build new international competitive advantages,enhance the resilience of its major economy,and foster a new engine for economic growth.Currently,leveraging the deep integration of the digital and real economies,China's digital industrial clusters have achieved cross-spatiotemporal convergence of innovation factors,networked division of labor in value creation,and extensive innovation ecosystem integration,shaping advantages in innovative development.However,in their early stages of development,these clusters also face a series of deep-seated challenges,including barriers to collaborative innovation and divergence in innovation behaviors,loose interest linkages and weakened synergistic effectiveness,and multiple structural mismatches coupled with blockages in the innovation ecosystem.A certain gap remains before they can become world-class digital industrial clusters with international competitiveness.Looking ahead,China should,from the perspective of major power competition and long-term development,gain insights into global digital economy trends,rationally assess the policy formulation and implementation of developed economies,guide and regulate the innovation behaviors of digital industrial clusters through technical standards coordination,lead the upgrade of their innovation networks by fostering ecosystem flows throughout the entire innovation chain,and build a globally-oriented innovation ecosystem for digital industrial clusters guided by institutional openness.
