中文摘要：目前,负面清单制度嵌入国际产能合作的研究相对不足。借助多维度政策红利和制度基础观理论,以广东南沙自贸区为例,分析了南沙自贸区实施负面清单后国际产能合作现状与成效:外资引进增加,国际高端产能项目集聚;金融业发展迅猛,提供产能转移保障;产业集聚化发展,推动产业转型升级。我国在负面清单制度嵌入下开展国际产能合作应完善国际产能合作制度安排,理顺国际产能合作机制,创新国际产能合作模式等。

外文摘要：At present,the research of negative list system embedded in international capacity cooperation was still vacant. Taking the multi-dimensional policy dividend and institutional-based view as the body and taking Guangdong Nansha Free Trade Zone as an example,this paper analyzed the effect of international capacity cooperation after negative list system implemented in Nansha FTA. First of all,the introduction of foreign capital was increased,the international high-end production projects got gather. Secondly,the development of the financial industry was rapid and provided protection for transferring capacity. Finally,industrial development showed agglomeration and promoted the industrial restructuring and upgrading. Under the imbed of the negative list system,our country should perfect the international capacity cooperation system arrangement,rationalize the cooperation mechanism of international capacity,and innovate the international capacity cooperation mode.
