中文摘要：海洋文化是人类在社会历史进程中基于对海洋的认识与利用在实践中所创造出来的物质文化、精神文化和制度文化的总和。“一带一路”倡议为广东省与东盟国家开展海洋经济合作提供了宝贵的历史机遇,海洋文化为海洋经济发挥支撑、引领、推动和融合等作用。研究广东省与东盟国家建立海洋文化交流与合作机制,有利于促进双方海上合作,促进双方民心相通,使双方合作关系更加密切。文章首先探析了双方目前进行海洋文化交流与合作的良好基础,然后分析合作过程中可能存在的现实障碍,最后构建一个“由内及外”的广东省—东盟国家海洋文化交流与合作的机制。“由内”是指广东省内部自身先建立一个总体发展规划,然后由点到面加强互联互通建设、发展海洋文化产业、成立研究智库;“及外”是指发挥东南亚华侨华人的纽带作用,提高双方的海洋文化认同感。两者相辅相成,推动广东省与东盟国家海洋文化合作不断迈向新台阶。

外文摘要：Marine culture is the sum of material culture,spiritual culture and institutional culture created by human beings in the process of social history based on the understanding and utilization of the ocean in practice.The“Belt and Road Initiative(BRI)”has provided a valuable historical opportunity for Guangdong to carry out marine economic cooperation with ASEAN countries,and marine culture plays a supporting,leading,promoting and integrating for marine economy.Studying the marine cultural exchange and cooperation mechanism between Guangdong and ASEAN countries is conducive to promoting their maritime cooperation,strengthening their communication,and making the bilateral cooperation closer.This paper first analyzes the good foundations of the current marine culture exchanges and cooperation between the two sides,then analyzes the possible realistic obstacles in the process of cooperation,and finally constructs a mechanism of“internal and external”marine cultural exchanges and cooperation between Guangdong and ASEAN countries.“Internal”refers to the establishment of an overall development plan with in Guangdong Province,then strengthening interconnection and construction,developing the marine culture industry,and establishing research think tanks;“external”refers to the linking role of overseas Chinese in Southeast Asia and the enhancement of their marine cultural identity.The mechanism complements each other and promotes the cooperation between Guangdong and ASEAN countries in marine culture to a new level.
