中文摘要：区别于其它产业,海洋产业发展过程存在明显的海洋资源指向。而海洋资源如何影响产业集聚、海洋资源禀赋对海洋产业的影响作用机制等仍有待深入研究。建立"状态比较法"准则,以海岸线长度作为海洋资源禀赋代表,在两种不同状态下计算并比较我国海洋产业集聚水平,对我国海洋资源在海洋三次产业中的集聚效应进行分解。结果表明:由于海洋资源在海洋三次产业生产中的地位不同,单位海洋资源所能负载的海洋三次产业产值极限不同,以及与海洋产业联动的陆地产业发展分布不均衡等原因,海洋资源的富集对海洋第一产业集聚有促进作用,但是对海洋第二、三产业集聚存在限制作用。

外文摘要：Based on the ＂state comparative law＂, this paper takes the length of the coastline as a representative of marine natural resources, calculates and compares the level of marine industry agglomeration in two different states, then decomposes the effect of marine resources on the three marine industries. The following conclusions are obtained ： The enrichment of marine resources in the first marine industry can promote agglomeration, but there is a limited agglomeration effect in the secondary and third industries. The reasons for this are that the marine resources play different role in three marine industries, the unit marine resources can load different output limit of three marine industries, and the land industries linked to marine industries are unevenly spread.
