外文摘要：China is now experiencing a climax of the marine resources exploitation, as well as many other parts of the world, which could also be called the ＂ Blue Revolution＂ Many of the costal provinces and cities have put forward their exploitation measures, while some of them are emphasizing the concept of ＂ Blue Industry Band＂. In fact, the marine economy construction is a long - tern and systematic project, and we should study the meaning, character, advantage, necessity, and feasibility of Blue IndUstry Band, and put forward the national construction strategy of Blue Industry Band.
