中文摘要：近些年,南海各类突发事件频发,我国通常采取预警—应对—善后三步骤积极应对。但这种应对模式存在"重应对,轻预防"的弊端,如何破解这个问题已经成为进一步提升南海突发事件应急管理水平面临的挑战。为此,本文将风险管理理论引进南海突发事件应急管理中,构建出南海突发事件风险管理的流程,从而对突发事件潜在风险进行有效甄别和控制,降低南海突发事件发生的可能性。为了提高风险管理水平,本文从培养风险管理意识、完善监测系统、提高应急预案实用性、探索多种融资模式四方面提出完善建议,使南海突发事件的应急管理能够从事后应对转变为事前防范,有效保护沿海三省人民的生命和财产安全。

外文摘要：In recent years, all kinds of emergencies occur frequently in the South China Sea, our country usually positively takes ＂warning-reaction-after＂ measures to deal with, that is a three-steps model of response. However, this coping mode exists the disadvantages of ＂heavy reaction, light prevention＂. How to solve this problem has become a challenge to further improve the level of the South China Sea emergency management. For this reason, this paper will introduce the theory of risk management in the South China Sea emergency management. In order to reduce the possi- bility of the South China Sea emergency occurred, the paper designs the risk management process to identify and con- trol the potential risk. In order to improve the level of risk management, the paper from four aspects put forward sound proposals, for example, the cultivation of awareness of risk management; improving the monitoring system; improving the practicality of emergency plans exploring various financing mode. As a result, we shift our approach in dealing with emergency response of South China Sea from reaction management to risk management and effectively protect the safety of people ＇ s lives and property in coastal provinces.
