中文摘要:当前,农村宅基地“一户多宅”、闲置浪费及规划潜能不均衡等问题日益突出,现行宅基地限制流转制度已难以适配社会经济高质量发展的需求。在此背景下,广东省佛山市南海区依托其优越的区位条件、丰厚的经济红利及敢为人先的创新精神,率先开展宅基地使用权流转实践探索,形成了“政策驱动、以旧换新”“聚焦闲置、完善基建”“产业互促、民宿建设”等3种“1+X”实践模式。这些模式通过构建政府引导、集体统筹、村民参与的协同治理机制,有效推动了宅基地使用权的规范流转,同时实现了利用模式的创新突破。南海区的实践不仅成功找到了宅基地保障功能与价值实现功能的平衡点,更为全国其他地区推进宅基地制度改革提供了可借鉴的宝贵经验。为进一步优化宅基地使用权流转工作,当地还需要从协同各方、善用要素、明确权责、规范管理等4个方面发力。
外文摘要:Currently,prominent issues in the rural homestead sector include"one household with multiple houses,"idle waste of homestead land,and imbalanced planning potential.The existing system of restricted transfer of homestead land is struggling to meet the demands of high-quality so?cioeconomic development.Against this backdrop,leveraging its superior geographical location,sub?stantial economic dividends,and pioneering and innovative spirit,Nanhai District has taken the lead in exploring the practical transfer of homestead land use rights.It has formed three"1+X"practical models:"policy-driven,trade-old-for-new,""focusing on idle land,improving infrastructure,"and"industry mutual promotion,homestay construction."Through a collaborative governance mechanism involving government guidance,collective coordination,and villager participation,these models have effectively promoted the standardized transfer of homestead land use rights while achieving break?throughs in utilization patterns.The practice in Nanhai District has not only successfully found a bal?ance between the security function and the value realization function of homestead land but has also provided valuable and referable experience for other regions in China advancing homestead system reform.Based on this,to further optimize the transfer of homestead land use rights,efforts are still needed in four aspects:coordinating all parties,utilizing factors effectively,clarifying rights and re?sponsibilities,and standardizing management.
