中文摘要：随着渔业资源的日渐萎缩,捕鱼生产成本上升,渔民失渔的现象愈渐严重,渔民的生活愈发艰难。渔民作为介于城镇居民和农民间的特殊社会群体,不像城镇居民享有城镇居民社会保障,没有农民的土地保障,却被作为准农民仅享有农村新型社会保障,未能充分享受应有的社会保障。通过对相关文献分析,根据社会保障理论和现行相关的法律规定,分析了实践中渔民社会保障制度存在的问题,探讨构建和完善渔民社会保障体系。渔民社会保障是渔民的基本权利也是政府的责任,应建立和完善以最低生活保障、基本养老保险、基本医疗保险、工伤保险、失业保险等社会保险为主,社会救助、互保会和商业保险为辅的渔民社会保障体系,确保贫困渔民的基本生活。

外文摘要：With the shrinking of fishery resources and rise of fishing production costs, fishing loss phenomenon of fishermen is getting increasingly serious, fishermen＇s life becomes tougher. As a special social group between farmers and urban residents, fishermen is unlike urban residents who enjoy social security, they have no land nor land protection but only enjoy new rural social security, they fail to fully enjoy social security. Through studying the related literature, according to the theory of social security and the relevant laws and regulations, the paper analyzed the problems existing in the social security system in the practice of fishermen to build and to perfect the fishermen social security system. Fishermen＇s social security is the basic rights of the fishermen and the government responsibility, establishing and perfecting with the lowest life to ensure the basic old-age insurance, basic medical insurance, industrial injury insurance, unemployment insurance, social assistance and mutual insurance and commercial insurance subsidiary of fishermen＇s social security system, to ensure the basic life of poor fisherman basic life.
