中文摘要：中国海洋科技进步催生了新的海洋产业,不同的海洋科技进步速度导致主导海洋产业的更迭,促进了海洋产业结构的优化。文章分析了制约中国主要海洋产业的科技因素,结合全国海洋科技发展规划纲要,以科技创新推进海洋产业结构优化应加强第一产业的技术改造,重点发展第二产业的海洋油气、深海矿产开采技术,推进潜在高增长海洋技术的产业化应用,强化海洋共性技术的研究。

外文摘要：Marine technique progress produce new marine industry,different rates of marine technique progress results in the change of domain marine industry,improves the structure of industry.The paper analyzes the technological restrictions of main marine industry,and then according to the National Marine Technology Development Plan it puts forward advices for marine technology development.The government should take some effective measures that implements technology innovation of primary industry,what＇s more,put greater emphasis on the need to develop the ocean deep-water oil and gas mining technology.In addition,promoting potential high-growth industrial application of marine technology and strengthening marine industrial common technology can be viewed as partial of government efforts.
