中文摘要：千家万户分散独立的捕捞生产经营与渔村统一经营乏力构成的双层经营体制,导致广东省海洋捕捞业与千变万化的大市场无法对接,是广东海洋捕捞业"三渔"问题逐年严重的重要原因之一。通过调查研究,在摸清广东海洋捕捞业经营体制现状的基础上,分析了其存在的问题,最后提出了通过实施政策引导式的强制性经营体制创新、示范带动式的诱致性经营体制创新和融政策引导式与示范带动式为一体的经营体制创新,构建以捕捞户家庭经营为基础,海洋捕捞合作社提供组织生产、综合服务,各级政府提供政策引导、管理服务、财政补贴为一体的新型的经营体制。

外文摘要：It exists double-deck management system in Guangdong marine fishing industry, which consists of distributed family fishing model and weakness of unified business system in fishing village. That hinders the connection between ever-changing market and Guangdong marine ifshing industry; it is an important reason too, which leads to increasingly serious＆quot;three-ifshing-issues＆quot;in Guangdong marine ifshing industry. Through research, this paper has analyzed the current situation and problems of Guangdong Ocean ifshing industry operating system, and pointed out the new operating system that is to make management system innovation by mandatory policy and inducing demonstration, and then combine two. Also, the paper puts forward the family-based fishing operating system that needs marine ifshing cooperatives provide organizing production and comprehensive service, and needs all levels of government to provide policy guidance, management services and ifnancial subsidies.
